The Intellectual Property Office had the opportunity, on March 22, 2024, to welcome the six members of the delegation of the China National Intellectual Property Administration, the largest national office for intellectual property.
The delegation was headed by the Mr. Li Danlu, Deputy Commissioner of the CNIPA, and the delegation consisted of Mr. Yang Fan Director General of the Public Service Department of the CNIPA, Ms. Hou Haiyi, Director General of the Patent Examination Cooperation Center of the Patent Office of the CNIPA, Mr. Wang Baolong, Deputy Director of the Division of General Affairs of the Public Service Department of the CNIPA, Ms. Li Guanqun, Deputy Director of the International Cooperation Department of the CNIPA and Ms. Li Danxia, Project Officer of the International Cooperation Department of the CNIPA.
The visit of the high delegation from China had the aim to exchange experiences in the field of intellectual property between the two offices. In the course of the visit, the work of the Intellectual Property Office of the Republic of Serbia was presented by the Director, Mr. Vladimir Marić and other representatives of the Office, both with regard to the operations and statistical data concerning applications and registered intellectual property rights, and also with regard to the current topics in the field of promotion of the IP system utilization and new activities dealing with the enforcement of IP rights.
The delegation from China presented the new amendments of the Patent Law and the Streamlines for the Examination in the Field of Patents, that came into force at the beginning of the 2024. Also, the Chinese delegation emphasized priorities in the following three years, such as the increase of the implementation of patents in industry and higher efficiency in passing decisions on patent applications, although even now, with the average deadline for passing decisions of 22 months, it is possible to pass decisions in accordance with the flow, having no backlog. The China National Intellectual Property Administration, having over 20,000 employees, received over 1.6 million applications for the protection of inventions by patent in 2022, which ranks China at the very top of the list of countries with the greatest number of patent applications, 46.8% of all patent applications in that year were filed in China.
The members of the delegation expressed the wish to visit the Belgrade Science and Technology Park, for the sake of getting to know more about the support offered to young companies and innovations, and, in the course of the morning, the representatives of STP Belgrade presented the work of the Park since the establishment of the Business Incubator of Technical Faculties till the present days.
The various projects of cooperation have been presented, especially those including the intellectual property component, primarily in the framework of the project supported by Switzerland and assisted by the Intellectual Property Office of the Republic of Serbia. The delegation from China was very interested in hearing something more about the functioning of the STP Belgrade as well as about the ways of supporting other organizations dealing with innovations in Serbia.
