On November 15, 2020, there will be a celebration of the 100th anniversary from the establishment and work of the Intellectual Property Office of the Republic of Serbia. Promptly after the establishment of the Kingdom of Serbs, Croats and Slovenes, by an ordinance of the heir to the throne, Aleksandar I Karađorđević, on November 15, 1920, The Regulation on the Protection of Industrial Property has been passed and consequently The Administration for the Protection of Industrial Property has been established under the auspices of the Ministry for Trade and Industry. The Office, on several occasions during its long history, changed the title, scope of competences and territorial framework of its operations, but the tasks from its competences were performed in continuity.
Today, the Office strives to improve its work and develop the system of intellectual property protection in Serbia in compliance with the needs of the modern society. In the last decade, Serbia modernized in a large degree its legal intellectual property system through the harmonization of our legislation with the acquis of the European Union (Chapter 7 – Intellectual Property Rights, has been opened). In the same period, two international conventions have been ratified which are administered by the World Intellectual Property Organization (WIPO) (Marrakesh Agreement and Beijing Treaty).
The Office gives great importance to the development of electronic business, so that apart from the administrative procedure in the electronic form, since 2016, the applicants can file electronically their requests for the grant of intellectual property rights. Since the introduction of the possibility to file e-applications, the number of applications filed this way increased from 7.28% to almost 50% in 2019 in order to continue to grow, so in 2020 it amounted to 70% now. The introduction to electronic business contributed, among other things, to the acceleration of the registration procedure of the files for the grant of industrial property rights.
The Coordination Body has been formed for the enforcement of intellectual property rights constituting of representatives of several government bodies authorized for the enforcement of IP Rights, headed by the IPO.
This year, 10 years are celebrated since the establishment of the Education and Information Centre of the Intellectual Property Office. In the course of the last decade, the EIC held numerous trainings for all the interested clients and provided services for small and medium enterprises, it was represented at various fairs and it organized numerous events with the aim to raise public awareness on the importance of intellectual property in the business activities and the transfer of knowledge. Since its establishment, the EIC provided various educational contents for almost 19,000 participants in the course of 580 events, performed the service of IP Pre-diagnosis for over 400 business subjects and had the function of the information center for over 2700 various requests, at the yearly level.
The Intellectual Property Office of the Republic of Serbia, nourishing its 100 years long heritage, enters in the new chapter ready for the challenges brought by the digital era.
This year, the IPO will celebrate its jubilee, among other things, by publishing a monograph “100 Years of the Intellectual Property Office”, as well as by organizing on-line conference that can be seen alive on November 17, 2020.
