TECHNICAL ASSISTANCE TO SERBIA IN THE FIELD OF INTELLECTUAL PROPERTY

February 23rd, 2010

The Vice-president of the Government, in charge of the European integrations, and Minister for Science and Technological Development, Mr. Bozidar Djelic and the State Secretary of the Ministry of Foreign Affairs of Swiss Confederation, Mr. Michael Ambul, signed a Memorandum on Understanding which will enable Serbia to improve the system of protection of geographical indications for the products on the foreign markets. The memorandum has been concluded with the aim to improve the international economic and commercial system in Serbia through the realization of the Project of Technical Assistance to Serbia in the Field of Intellectual Property.

SEMINAR ON THE IMPLEMENTATION AND ENFORCEMENT OF TRIPS AGREEMENT

In the Intellectual Property Office, on February 17th , a Seminar was held with the topic “Implementation and Enforcement of TRIPS Agreement in Serbia” The Seminar was organized in the framework of the Project for technical assistance in the field of intellectual property rights, which was financed by the Government of Switzerland.

EDUCATION AND INFORMATION CENTRE FESTIVELY OPENED


February 1, 2010

In the Intellectual Property Office, on Friday, January 29, 2010, the Education and Information Centre (EIC) was festively opened. The Project which created the Centre was initiated and realized with the assistance of the European Union, which donated for this purpose 2 million Euros and the European Patent Office which participated in the financing with 200,000 Euros and manages the project. The Education and Informative Centre shall work on the awareness raising regarding the social importance of the intellectual property and continually develop the professional abilities in the mentioned field, and in such a manner give support to the Republic of Serbia in the development of the competitive and dynamic knowledge based economy.

MEMORANDUM ON UNDERSTANDING SIGNED WITH THE CHAMBER OF COMMERCE OF SERBIA AND THE REGIONAL CHAMBERS OF COMMERCE

February 1, 2010

On the occasion of the celebration of the opening of the Education and Information Centre, the Intellectual Property Office and the Chamber of Commerce of Serbia signed a Memorandum on Understanding. The Memorandum was signed by Mrs. Branka Totic, Director of the Office and Mrs. Vidosava Dzagic, Vice President of the Chamber of Commerce of Serbia. Memorandum with the Office was also signed by the President of the Chamber of Commerce of Vojvodina, Mr. Nikola Stojsic, then presidents and representatives of the chambers of commerce of the towns of Belgrade, Kragujevac, Kraljevo, Nis, Sremska Mitrovica, Uzice, Valjevo and Zrenjanin. The signing of the memorandum makes official the participation of the Chamber of Commerce of Serbia and the chamber system in the realization of the project “Establishment of the Education and Information Centre in the Intellectual Property Office of the Republic of Serbia”.

GRAND OPENING OF THE EDUCATION AND INFORMATION CENTRE 

January 29, 2010

The Intellectual Property Office of the Republic of Serbia has created an Education and Information Centre on Intellectual Property. This project is an IPA 2007 EU funded project, co-funded and implemented by the European Patent Office. The Centre has the mandate to raise in Serbia the general awareness on IP and to offer IP related education services. The official opening of the Centre takes place in Belgrade on January 29th, 2010.

NEW LAWS ON IPR

December 24, 2009

The Parliament of the Republic of Serbia adopted at its regular session on December 11th, 2009, the new laws in the field of intellectual property protection, namely, the new Law on Copyright and Related Rights, Law on Trademarks, Law on Legal Protection of Industrial Design and Law on the Topographies of Integrated Circuits. These new laws have been published in the Official Gazette of the Republic of Serbia no. 104/2009 dated December 16, and they are enforced starting from today.

THE EIGHT BUSINESS DATA BASE

The Belgrade Fair was also hosting this year the Eighth International Fair of Enterprises “Business Data Base” which was organized by the Republic Agency for the Development of Small and Medium Enterprises and Entrepreneurship which took place in the period November 28 – December 1, 2009. THE DAY OF THE INTELLECTUAL PROPERTY OFFICE

This day is of great importance for the rich history of the Intellectual Property Office, bearing in mind that our institution has celebrated its 89th birthday. In the period between the two birthdays, the operations of the Office were characterized by the numerous successfully completed activities, in particular in the field of modernization of the legislative framework in the field of intellectual property and the new Education and Information Centre has been established, whose services shall, staring from the following year, give a new dimension to the services that the Office provides in the field of support to the economic development.

CONFERENCE CONCERNING QUALITY IN THE REGION

In the town of Zrenjanin, on October 29th, 2009, the ninth Conference was held concerning the quality in the region under the title “The Improvement of Business Processes – Quality against Crisis” in the organization of the Board for Quality of the Chamber of Commerce of Zrenjanin. On that occasion, the experts from the Office held the lecture titled “The Importance of the Protection of the Distinctive Sign of the Product, its Design and its Geographical Indication.”

On October 14, 2009 the European Commission adopted in Brussels the Progress Report of Serbia in the Stabilization and Association Process for 2009.

The chapter 4.1.7 Intellectual Property Law of the Report states the following:
“Progress has been made in the area of intellectual property rights. The Intellectual Property Office continues to play the role of national coordinator for intellectual property rights and a new management team was appointed. The Intellectual Property Office has started preparations for drafting a national intellectual property rights strategy and establishing an in house education and information centre. Following the changes in the General Administrative Fees Act, the fees of the office have been substantially increased. However, the office is still under the State financing rules and has not yet been established as a financially autonomous agency. No new legislation, notably on optical disks has been adopted

This year, a regular 47th session of the assemblies of the member states of the World Intellectual Property Organization was held in Genève from September 22nd to October 1st, 2009 and it was attended by a delegation of our country consisting of Mr. Milos Nedeljkovic, State Secretary in the Ministry of Science and Technological Development of the Republic of Serbia, Mrs. Branka Totic, Director of the Intellectual Property Office of the Republic of Serbia, Jelisaveta Djurickovic-Tuvic, Charge d` Affair in the Mission of the Republic of Serbia with the UN, Mrs. Vesna Filipovic-Nikolic, the Third Secretary in the Mission and Mr. Vladimir Maric, Head of the Trademark Department in the Intellectual Property Office of the Republic of Serbia.

SUPPORT TO THE EDUCATION AND INFORMATION CENTRE OF THE INTELLECTUAL PROPERTY OFFICE OF SERBIA

Intellectual Property Office of Serbia (IPO) with the support of the European Comission (EC) and European Patent Office (EPO) started the project of establishing and promoting Education and Information Centre for the area of intellectual property, which will be based in the Intellectual Property Office. The aim of the project is to support the IPO in its mission consisting in raising global awareness and professional skills in the field of Intellectual and Industrial Property Rights (IPRs), while the overall objective is to assist Serbia in meeting the requirements of the Stabilization and Association process in the field of Intellectual Property.
