VIP4SME

EU VIP4SME Project is realized in the Horizon 2020 Program framework with the aim of improving the IP services for SMEs. Bearing in mind that the SMEs contribute to the EU economy to a high degree and have a huge potential of generating and utilizing the IP rights, it is of the vital importance that the European SMEs understand and intensively use the IP potential. The VIP4SME Project is the continuation of the IPORTA Project gathering 32 national IP offices which are participating in the Horizon 2020 Program. The Project proposal is made by the Consortium consisting of 12 national IP offices and seven economy supporting organizations in which the Intellectual Property Office of the Republic of Serbia participates. The Project partners are devoted to prolong the cooperation established in the framework of the IPORTA Project and IP Europe Aware. Apart from the partners, the Project is supported by more than twenty national offices and fifteen organizations.

Main targets of the Project are:
1. IP support to the SMEs through various services;
2. Improvement of the existing services and training taking into account the particular countries specific needs;
3. Raising public awareness and users’ knowledge about the IP importance;
4. Keeping the IP information on the joint web site;
5. Developing synergy within the other networks which have direct connections to the target groups (for example EEN, PATLIB, etc.)

To fulfill the VIP4SME Project targets the following activities are envisaged:
- Inclusion of the largest possible number of national offices at least 25;
- Evolving of the connection and assistance development mechanisms for the national offices;
- Exchange of knowledge and experiences among the national offices and other Project participants;
- Specifying the SMEs needs in IP training and services;
- Planning, coordinating and developing IP training, training material and services.

IF4TM PROJECT

Institutional Framework of the Development of the Third Mission of the Universities in Serbia

Project is co-funded by the Erasmus + Program of the European Union

In knowledge-based modern society development, the universities have the significant role in the economic and social development stimulation that adds to the two traditional university missions: education and R&D, the third one: economy and society support.

In October 2015, the F4TM Project implementation in the framework of the EU Erasmus + Program started. The Project focus on the development of the third university mission in Serbia and lasts till the October 2018 carried on in the 18 partners Consortium from Serbia, Slovenia, Great Britain, Austria, Portugal and Italy. Apart from five EU universities, the Project is implemented in six Serbian universities: University of Kragujevac, the Project coordinator, University of Belgrade, Novi Sad, Niš, Novi Pazar, Metropolitan University and other Project partners: The Ministry of Education, Science and Technological Development, Intellectual Property Office of the Republic of Serbia, three Business Incubators of Kragujevac, Belgrade and Novi Sad, High Technical School of Expert Studies of Zrenjanin and one company.

The third university mission includes: technology and innovation transfer, permanent learning and socially responsible behavior.

The establishment of the institutional framework for the third university mission development in Serbia means improvement of the IP management at the universities and stimulation of innovation, creativity, transfer and commercialization of knowledge and technology as well as students’ and young examiners’ entrepreneurship.

Besides, to motivate the professors, researchers and students to get more committed to the mentioned activities, the Project includes:
- IP management training of the professors, researchers and students in cooperation with the Intellectual Property Office;
- Technological Readiness Level (TRL) Program development through the Proof of Concept Program development and implementation;
- Establishment of the university innovation management platform within seven high education institutions in Serbia;
- Competition for the best students idea;
- Drafting faculty curriculum recommendations to introduce entrepreneurship, innovation and IP management topics;
- Establishment of the five creative centers for science and innovation promotion to inspire young people’s creativity and the entrepreneurship;
- Cooperation with the European, primarily partner institutions.

MAIN

Mastering Innovation

The Intellectual Property Office within the 14 partners Consortium from Serbia, Germany, Greece, Austria and Slovenia participates in the Tempus of the European Union Program “Mastering Innovations in Serbia through the Development and Implementation of the Interdisciplinary Post-graduate Curricula in Innovation Management – MAIN” coordinated by the Novi Sad University planned to be implemented at Ma and PhD studies. The aim of the Project is strengthening Serbian innovation capacities through high expert education.

Furthermore, seminars for all the interested professionals are to be organized in the framework of the Project by non-academic partners.

The project is lasting from December 2013 to December 2016.

SUPPORT TO THE EDUCATION AND INFORMATION CENTRE OF THE INTELLECTUAL PROPERTY OFFICE OF SERBIA

Intellectual Property Office of Serbia (IPO) with the support of the European Comission (EC) and European Patent Office (EPO) started the project of establishing and promoting Education and Information Centre for the area of intellectual property, which will be based in the Intellectual Property Office. The aim of the project is to support the IPO in its mission consisting in raising global awareness and professional skills in the field of Intellectual and Industrial Property Rights (IPRs), while the overall objective is to assist Serbia in meeting the requirements of the Stabilization and Association process in the field of Intellectual Property. To help Serbia reach the protection level of IPRs that is required for the integration into the European Union, the IPO needs to expand its awareness and training activities by setting up an Education and Information Centre (EIC) able to provide quality IP information and education to stakeholders coming from all sectors of society.

The project is fully funded by the EC and EPO. The project started in January 2009; its program will last for three years and it comprises two different phases:
  • establishment of a fully operational Education and Information Center within the IPO premises
  • launch of the EIC’s activities
These phases include various interconnected tasks, starting with the creation of an appropriate infrastructure within the IPO for the EIC to perform its activities, promoting the centre and managing training of EIC staff, and, finally, placing the IPO at the centre of the network of the national IP stakeholders with the ultimate goal of improving the effective usage of IP.

EIC activities comprise: organizing trainings and lectures (workshops, etc.), promoting cooperation with all the interested parties, preparation, translation, printing and distribution of publications edited by the Office, international and regional organizations, as well as cooperation with the regional centers of the Chamber of Commerce of Serbia, scientific institutes, faculties, etc. The EIC will be based on Western Europe BPs.

Apart from funding, EC and EPO will provide assistance in EIC development, including training of the IPO experts at the academy of the EPO, IT support and legal advice.

The EIC will additional emphasize the role of the IPO in building competitiveness of the economy based on the country’s IP base. The strategic role of the IPO is strengthened with the new legislative. According to the new Law on Ministries, IPO should be the central institution which would coordinate the work of other institutions in charge of intellectual property protection, and would be responsible for the development in the field of IP rights and educational-informational activities in the field of IP protection.

Apart from raising awareness in the area of IP, the benefits of the project also include:

Enhancement of knowledge and skills in the IP area

By providing information on the intellectual property and directing future efforts of the stakeholder, the EIC will encourage research and development initiatives aimed at maximizing stakeholder’s intellectual capital. This is a very important issue, as the Serbian economy needs to raise its level of innovative industrial activities. Creation of technology transfer offices (TTOs) will play a major role in this enhancement.

Building competitiveness of the economy in terms of intellectual property

Intellectual property is seen as an essential element for the development of a modern and competitive industry and therefore for the development of the society as a whole. The education and information program of the new Centre will aim at acquainting and preparing participants to undertake appropriate behaviors and strategies to foster economy by means of the right use of IPRs. In addition, the project includes IP scanning of SMEs, which will provide a quality assessment of SMEs’ business trends and their innovative behavior.

Stimulating foreign investors for doing business in Serbia

Efficient work of the EIC will affect the willingness of foreign investors to do business in Serbia in two ways. By maintaining database on IPRs, clearer picture of companies’ value and the overall state of the economy will be presented. This will enable foreign investors to plan their investment with less risk of failure, as they would have more information on companies’ intellectual capital development trend and on their sustainable growth. Database and the future experience of the EIC will also provide foreign investors with the estimation of the country’s knowledge base and intellectual capacity of the human capital.

The establishment of the efficient EIC will positively affect administrative bodies (customs, ministries…), economic operators, scientific and research development institutions, courts and general public. The Centre will develop an efficient training system for all the national IPRs stakeholders, namely judges, prosecutors, police and customs officers, trade inspectors, patent attorneys and lawyers, SMEs, research institutes, students, associations of enterprises, media, government officials, on the importance of intellectual property protection. The EIC shall also provide the general public with: permanent education resources on the social importance of intellectual property and the development of innovative activities.


REGIONAL PROGRAM FOR THE RIGHT OF INDUSTRIAL AND INTELLECTUAL PROPERTY IN THE COUNTRIES OF WEST BALKANS AND TURKEY

The implementation of the program was started in November 2008 and it has been envisaged to last 24 months. The total budget of the program is two million EUR, and the project is financed by the European Commission and enforced by the European Patent Organization.

The regional program includes the continuation of the process of the integration of institutions engaged in intellectual property matter, started in the framework of PHARE and CARDS program and for the purpose of strengthening regional integration and cooperation in the fields regarding intellectual property rights as well as harmonization of institutions dealing with intellectual property with the existing appropriate European institutions (OHIM and EPO).The project contributes to the stabilization of the region and its integration in the world economy. It is considered that the creation of the national strategy for intellectual property shall contribute to the avoidance of risks of the sustainability of the mentioned institutions.

The primary strategic goal of the project is the creation of the regional network of the national institutions for intellectual property for the sake of their possible integration in the existing West European networks, where the European Patent Organization plays the important task. The general cause of the project is giving support to the economic development of the target countries by efficient and appropriate protection and enforcement of industrial and intellectual property rights in compliance with the European and international needs, the purpose of this project is the strengthening of the relevant institutions for the sake of preparation of the EU accession.

Activities in the framework of the regional program are especially directed towards the following areas:

  •  harmonization of legislation
  •  support to the efficient fight against piracy
  •  support to the transparency of activities
  •  support to the development of institutions for the enforcement of intellectual property rights
  •  sustainability of institutions engaged in intellectual property subject matter
  •  development of IT and administrative capacity
  •  development of human resources in the institutions engaged in IP matter
  •  development of the national strategy for IP and regional cooperation
  •  support to the integrations and access to the regional organizations engaged in IP
  •  raising awareness on the importance of IP in all segments of society.

II CARDS 2004 NATIONAL PROGRAM: TECHNICAL ASSISTANCE TO THE INTELLECTUAL PROPERTY OFFICE OF SERBIA

The program is enforced from September 2005 and should finish on December 31, 2007. The program is managed by the European Agency for Reconstruction and enforced by the European Patent Office.

The goals of the National Project are:

  • the increase of capacity and efficiency of the Office in all the tasks of intellectual property rights protection;
  • strengthening of techical and technological equipment of the Office in compliance with the European standards;
  • digitalization of documentation of industrial property –scanning of all the patent applications and patent documentation from 1921 to 2006
  • expert training of the employees in the Office through courses and workshops, courses of the English language; administrative and informatic training of employees for new technologies;
  • organization of national seminars on patent claims, the protection of trademarks, etc.
The National Program is developing according to schedule, and in particular segments the results have been achieved: all computer equipment has been delivered and installed, just like all the appropriate software, thus bringing the Office to the planned level of information technology equipment; the national data base of trademarks and the database of the International Patent Classification have become accessable to the public; the new telephone equipment has become installed; the major part of patent documentation has been scanned; the publication server became operational; the installation of the building security is under construction (cameras, safety doors, bars on the windows, climatization and server hall security); two seminars were held for the employees in the Office and the expert public; three semesters of the English language courses are terminated for the employees in the Office, etc.


I CARDS 2004 REGIONAL PROJECT FOR THE PROTECTION FOR INTELLECTUAL PROPERTY RIGHTS FOR THE COUNTRIES OF WESTERN BALKANS

The Project started in September 2003 and lasted until December 2006.

The complete realized results for 3,5 years of enforcement are:

  1. The improvement of legislation harmonization in the filed of intellectual property of the Republic of Serbia with the equis of the EU.
  2. The expert studies for the employees in the Office, and institutions for the enforcement of intellectual property rights, through the seminars, workshops, study visits;
  3. Establishment of regional cooperation between the national offices for intellectual property and other institutions for the enforcement of intellectual property rights;
  4. The determination of strategic goals of further development of intellectual property protection in Serbia, and the stregthening of cooperation between the Office and the competent enforcement institutions in Serbia;
  5. Improvement of operations in the protection of trademarks in the Office: expert evaluation of the Methodology Applied by the IPO in the Procedure Relating to the Registration of Trademarks and the Procedure Based on the Registered Trademarks;
  6. Improvement of public awareness on the importance of intellectual property rights for the economic development of the Republic of Serbia.


OTHER INTERNATIONAL PROJECTS

According to the Agreement on financing the Project for the operational and organizational technical assistance to the Intellectual Property Office of the Republic of Serbia, which was concluded on September 13, 2006 between the representatives of the government of the United States of America and the Director of the Office, assistance to the Office is envisaged by the development of functions which surpass the framework of classical administration body, and refer to the education in the field of intellectual property, support to inovations, incitement to economic exploitation of inovations and also making of the new model of the Office as financially self sustaining institution.

The beginning of the realization of the Agreement is planned for September 2007, and the termination for the first half of 2008.
